Well, I can give you some ideas.  It sounds like you are arguing against using children to work or setting regulations on the use of children.  I would begin by defining exactly what would be legal regarding the use of children.  Maybe you want to set a minimum age, a maximum number of hours, or limit the types of jobs that children can perform. 

As far as harmful effects, you can cite poor working conditions, loss of innocence or childhood, lack of schooling, and lack of core family values.

Reducing child labor could be achieved through legislation within the particular country, taxes or refusal to buy products initiated by other countries, or by an appeal to the morals and values of the people both within and outside the country.
