Yes, they can, but only if they are willing to be patient and to commit resources to doing so. Such "green" growth might be less profitable in the short term, which means that patience and commitment will be necessary.
In order for rich countries to develop economically, they need to develop "greener" technologies. They need to do things like manufacturing without using as much fossil fuel. They need to develop technologies that do as much as (or more than) current technologies but that do so more efficiently and therefore use less energy.
This is not easy to do. It will require some degree of sacrifice in the short term in order to achieve green development in the long term.
