Can anyone help me with how to write a strong persuasive opening statement and conclusion for my speech about why it is beneficial for community college to be free?

My point is that I need to persuade my audience of why it should be free. I need three good body topics to talk about.

Basically, you need a rough outline of a speech on why community colleges should be free. You are right that you need an opening statement, body paragraphs, and conclusion. 

As for an opening statement, think of it as an introduction to an essay. You need a thesis, which in your case you have: Community colleges should be free. In this opening statement you also want to mention the points of your body paragraphs. Here is a simple formula: "Community college should be free because..." 

The body paragraphs should now go into detail on why communities colleges should be free. During this time you may want to talk about giving people opportunities, using tax dollars wisely, the exorbitant cost of education, and the like. 

Finally, you need a conclusion. Do not add anything new during this time. I would say that you need to recap what you said so far so that your audience will remember your points. And remember to be winsome. Memorize your speech, if possible, and make good eye-contact.
