It really depends on your area as to what types of businesses might be interested in participating in a business fair together. A larger city might have enough businesses to support a very specific business fair. For instance, there might be a salon services business fair that offers jobs in hair, make-up, nails, massage, and other services. If there are not enough businesses hiring in that area, consider expanding the included companies to other related services. Perhaps a department store make-up counter or hair product supply stores (like Sally Beauty Supply) might also like to join. If you are in a smaller town or there simply aren't enough businesses hiring, consider expanding the search. You might include businesses in a neighboring town. You might even broaden your business fair to any service industry. If you're still having trouble finding enough participants, you could always include any business that is willing to attend.

I think it is a good idea.  You might contact local businesses that are hiring and encourage them to bring samples.  You should also encourage candidates to come well-dressed and bring resumes with them, and be prepared for an interview on the spot.
