In the book Hound of the Baskervilles who is the man following Sir Charles

The question is write about the following - 'man following Sir Charles p.12' unfortunetly I don't have the same book so I don't know what man its on about, please explain in detail, who this was. ty

I do not think that there was any man following Sir Charles in the first few chapters of the book (I'm not sure where p. 12 would be in the copy that the question refers to).  Sir Charles is, of course, dead before the book even starts.  We are only told about his actions by the newspaper article and by Mortimer's words.

A bit later on, in Chapter 4, Sir Henry Baskerville is being followed.  He is in London where he has just arrived from America.  He is going to be taking over at Baskerville Hall.

Mortimer brings him to Holmes's rooms.  On the way back to the hotel, he is followed by a man in a cab.  Holmes spots the man, but can only tell that the man has a beard.  He thinks that the beard is most likely fake because it is so conspicuous.
