IN Book 2 chapter 7 and 8 is the Monseigneur another name for Marquis? If they are not the same please explain

Monsignor is a title given to important people in the Catholic Church. Marquis is a nobleman ranking above an earl or count and below a duke. They are both titles but signify very different titles for people.
