On p. 3 of that link, there is a table and a graph showing the number of cases that have been filed in California’s court system in each of the years from 2004 through 2013. In that time, there were two years in which more than 10,000 cases were filed. The lowest number of cases filed in any year was 7,813 in 2013. Since the next largest option after Option A (10 million cases) is Option B (4.5 million), Option A is clearly the best answer to this question.
