I believe that your question should ask about what the Constitution did not do. I think that partly because that makes the answers more grammatically correct and partly because it simply makes more sense. I have changed it to reflect that.

The major problem that the Antifederalists had with the Constitution was that they felt that it gave the federal government too much power. They felt that the federal government would act like the British government had and would use its power to oppress the people in the various states. This is why they wanted a bill of rights included in the Constitution. They wanted a bill of rights so as to guarantee that the federal government would not be able to abuse the rights of the people.
