This is what the novel is about. Under the pretense of doing the best for the "animals," the pigs set up a power machine whose only purpose is to gather power around them. The freely exploit the work of all the animals (think of boxer as an example of the hard working "proliteriat") for their own benefit. To do this, they tell the animals anything the need to get their initial allegiance (the animal commandments), and then change them to fit the developing "situation." They count on the people's gulibility and lack of education to get them to accept the "changes" as the initial reality. Squealer is the agent of propaganda who does all this misinformation. Eventually the people don't remember what is true, and believe almost anything. (And the dogs don't hurt :))
If you want to see this worked out to its logical (horrible) conclusion, read Orwell's "1984." I've provided a link to a wikipedia article on propaganda that sounds almost like an instruction manual for "Animal Farm."
