Based on enumerated power, the legislative branch has the most power of any of the branches in our federal government. The Congress (which is clearly supposed to be the most important part of government given that it is the subject of Article I), has a long list of enumerated powers. By contrast, the executive branch has very few enumerated powers, as does the judicial branch. Since the legislative branch has the power to do such things as setting taxes, regulating commerce, and declaring war, it is clearly the most powerful in terms of enumerated powers.
