An object has a positive position and a negative acceleration. Here position  is always defined as relative to another object or position. For example once you sit in bus and bus moves .Here relative to bus you are stationary i.e not moving but at same time relative to road  you are moving because in moving bus your position is changing every moment of time with respect to road but your  position with respect to bus remain same or unchanged. So position is negative or positive it will not describe motion. A negative acceleration or retardation means your  current velocity is less than the velocity  just before . It means you are slowing down.

Correct choice is b : It is slowing down
