I am presenting a persuasive speech with my specific purpose being: to persuade my audience to limit their exposure to the harmful effects of UVA and UVB rays.   I am trying to find a catchy title to go along with my speech.  Any ideas?

Great speech idea. UVA stands for ultra-violet A, and UVB stands for ultra-violet B. You could play on the idea of the color violet and refer to turning purple. Your title could be "Soaking Up the Purple" or "Wanna Be Like Violet Beauregarde" (from Charlie and the Chocolate Factory).

Another idea is to play off the idea of the radiation emitted by the sun through UVA and UVB rays. Given the popularity of the Imagine Dragon's "Radioactive," you could use the song to appeal to your listeners. A title could be "Imagine Dragons "Dislikes" Radioactive." For this, you would not only play off of the band, you would play off the idea of social media.

One last suggestion would be to play off of the "Tan Mom" outrage/scandal/press. You could title your speech "The Tan Mom Experience" (given I am sure you will be presenting harmful statistics to support the argument).
