Icicles are not made of salt water or due to the presence of salt in water.

Icicles are just structures made of water that has frozen. The process of formation of icicles is due to liquid water encountering a temperature which is lower than its freezing point of 0 degree Celsius. The water is usually created by a source of heat which increases the temperature to slightly higher than 0 C and as a result ice melts. As the molten ice falls from high structures like trees, window sills, etc, it encounters air which is at a temperature below 0 C and freezes again. This time in the form of an icicle.
