Hamlet realizes that Claudius is plotting against him in sending him to England. Claudius knows that Hamlet knows that he killed his father. Claudius also knows that Hamlet meant to kill him when he mistakenly killed Polonius.

Hamlet is on high alert, since Claudius is the one sending him to England. He knows he can't trust Rosencrantz and Guildenstern, since they work for Claudius.

Therefore, Hamlet, while at sea, takes the letter Claudius entrusted to the two courtiers from their cabin, breaks the seal, and sees that the letter calls for him to be executed immediately upon reaching the shores of England.

Hamlet turns the tables by writing a new letter, substituting Rosencrantz's and Guildenstern's names for his own as the people who should be immediately executed. He has his father's seal with him, so he seals the new letter with the seal of the king of Denmark, ensuring that it will be taken seriously.

K so basically.. Hamlet reads the letter that was for the king of England and finds out that Claudius tried to get him killed. So he writes another letter saying kill the person delivering this note or something like that... so rosencrantz and guildenstern die...

Hamlet doesnt feel guilty about doing this cuz its like.. kill or be killed you know what i mean... so yeah.
