According to a survey, 63% of American voters said they would never vote for a(n) _______, regardless of party identification.

A. Muslim

You are probably correct to pick Option B as your answer.  However, it would be better if you looked at your own textbook and/or class notes to be sure that you have the right answer.  The reason for this is that not all polls come up with the same numbers.  We do not know what poll your textbook is referring to and so we cannot be sure your answer is right.

I would say that Option B is the most likely answer because it seems to me that this question is meant to ask, in effect, “what group would people be least likely to vote for as a president?”  Of these, as the link below shows us, atheists are the group with the least support, or at least they were in 2012.  None of these numbers is really close to the 63% mentioned in the question, but atheists were, at that time, the least popular group.

I strongly suggest you look this up in your own class materials, but I believe that Option B  is probably correct.
