There are at least two other things that need to be present in order for performance to be optimized.
First, the process of performing the task must be organized in an efficient way. If the steps of a task are organized inefficiently, the worker will not be able to do the task as quickly as would be possible if the organization were better.
Second, there must also be motivation. A person who has the ability to do a task will not necessarily perform the task to the best of their ability. If they are motivated to perform well, however, they will be more likely to perform in a more optimal fashion.
These are some reasons why management is so important. Tasks need to be well organized and planned and workers need to be motivated. When managers do these things, performance is more likely to be optimal.
