However, you asked for a routine cost of staffing these 4 employees for a normal 40 hour week.  For a normal week with everyone working 40 hours, you would simply need to add up the hourly rates and multiply by 40.  This would be (\$15 + \$13 + \$18 + \$11.50) x 40 = \$57.50 x 40 = \$2,300.

For the specific week that is shown, you need to calculate each person's weekly pay and add them.

person A = (\$15 x 40) + (\$15 x 1.5 x 5) = 600 + 112.50= \$712.50

person B = (\$13 x 40)= \$520

person C = (\$18 x40) + (\$18 x 1.5 x 9)=\$720 + 243 = \$963

person D = (\$11.50 x 36) = \$414

To calculate the cost for 40 hours:

total cost = cost staff A + staff B + staff C + staff D

Staff A :  15 * 40 = \$600 / wk

Staff B = 13*40 = \$520 / wk

Staff C = 18*40 = \$720 / wk

staff D = 11.5*40 = \$460 /wk

Then total cost per week = 600+520+720+460

= \$2300 / wk

There are 4 staffs.

Cost of A @ \$15/h for 46 hours a week = \$15*45 =  \$675

Cpst of B @ \$13/h for 40 hour a week = \$13*40 =  \$520

Cost of C @  \$18/h for 49 hours an week = \$ 18*49 = \$882

Cost of D @  \$11.5/h for 36 hours a week = \$11.5*36 = \$416

Total hours they work in a week = 45+40+49+36 = 170 h

Total amount spent  for 170 hours = \$2793

Had they worked 40hours*4 =160 hours ( i.e proportionally reduced their working hours) they the routine cost would be \$(2493/170)160 =  \$234035.

If each of them works 40 hours, then the routine cost for 160 hour is = \$(15*40+13*40+18*40+11.5*40) = \$40(15+13+18+11.5) = \$40(57.5) = \$2300.
