I think it's a combination of both.  Some people will work the same way no matter what, but others will be influenced to work harder or less hard depending on the environment.  I should say most people.  Not fitting into the organization's culture is difficult, and most people can't sustain it.

You personality traits will drive your response to the work environment. For example a person who cannot tolerate sitting around with nothing to do will be more attentive to lots of things that might not seem important to other workers. For example, workers in a restaurant might consider downtime an opportunity to relax. While other workers might see that as an opportunity to clean up.That is based upon personality.

I agree that a person will have a strong or weak work ethic regardless of their environment, but to a certain extent. I think when a person is in a work environment where they are doing something that they love and the job is rewarding to them, they will be more motivated to work even harder and smarter than in a job that was just a temporary means of making money.

I do not really agree.  A person who has strong work habits will work hard regardless of the work environment.  It may be true that even such a person would work harder in a work environment that suits them.  However, a person with a good work ethic works hard even in a job that they do not like.
