Given the slope of the line passes through `(x,y)= (3,-4)` is `m = 2`

as the line  passes through the point `(3,-4)`  and the general equation of the line is 

`y= mx+c`

=> `y = (2)x+c`

=> as it passes through (3,-4)

=> `-4= 2*(3)+c`

=> `-4-6 =c`

=>` c=-10`

so the desired line is 

`y = 2x -10`

and is plotted in the attachments given below
