Given the slope of the line passes through `(x,y)= (-3,-1)` is `m = -1/5`

as the line  passes through the point `(-3,-1)`  and the general equation of the line is 

`y= mx+c`

=> `y = (-1/5)x+c`

=> as it passes through (-3,-1)

=> `-1= (-1/5)*(-3)+c`

=> `-1 =3/5+c`

=>` c= -1-(3/5) = - 8/5`

so the desired line is 

`y = (-1/5)x -(8/5)`

and is plotted in the attachments given below
