The correct answer here is D.  The Department of Commerce is a relatively new department in the federal government.  It was only created in 1903.  At the founding of our nation, the federal government had a very limited role in people's lives.  It was certainly not expected to do much in the way of promoting economic growth in the way that the Department of Commerce is supposed to do.  At the beginning, there were only departments for the most basic of government functions.  These were the Departments of War, Foreign Affairs (soon to be called the Department of State) and Treasury.
