The Monroe Doctrine is considered to be foreign policy because it sets out what the United States's attitude is towards actions that might be taken by foreign countries.

The Monroe Doctrine says that the US will not tolerate any attempts by any foreign countries to meddle in the Americas.  It declared that no countries were allowed to colonize American countries or to try to interfere in their domestic affairs.  This is a clear example of foreign policy because it pertains only to foreign countries and what the United States's policy will be with respect to things that happen in those foreign countries.
