Ralph is also consumed with trying to build shelters because he realizes their need for shelters. A short time later, Ralph discovers that the signal fire has been allowed to go out because no one was attending to it and he is furious. To re-establish authority, Ralph calls for another meeting and tries to establish rules. He never truly sets himself up as a leader because he doesn't know how. He doesn't have the charisma that Jack has and he lacks the natural ability to lead. His attempts to re-establish authority are really only superficial and a part of him does not want the burden of leadership and responsibility.
