In "Lord of the Flies", how does Ralph reestablish authority after the fire gets out of control?

    Ralph and Jack clash soon after the fire that destroyed part of the island because Jack wants to concentrate on hunting solely while Ralph still insists they maintain a signal fire.  Ralph is also consumed with trying to build shelters because he realizes their need for shelters.  A short time later, Ralph discovers that the signal fire has been allowed to go out because no one was attending to it and he is furious.  To re-establish authority, Ralph calls for another meeting and tries to establish rules. He never truly sets himself up as a leader because he doesn't know how.  He doesn't have the charisma that Jack has and he lacks the natural ability to lead.  His attempts to re-establish authority are really only superficial and a part of him does not want the burden of leadership and responsibility.
