Balance, John ( 1839 – 93 )
New Zealand statesman. In the 1890 elections the Liberals emerged as the first party in New Zealand politics, broadly united on a programme of radical reform, and Ballance became Premier ( 1891 – 93 ). Ballance and his Liberal successors established the tradition of using the state to regulate the economy and protect poorer groups, laying the foundations of basic stability in New Zealand society.
