Vel Non

[Latin, Or not.] A term used by the courts in reference to the existence or nonexistence of an issue for determination; for example: "We come to the merits vel non of this appeal," means "we come to the merits, or not, of this appeal," and refers to the possibility that the appeal lacks merit.
