The citizen's accomplishments are his conformity in society. He felt what he should feel, he bought what he should buy, and he married and had the right number of children. According to the state, these were the important things about a model citizen. The technology deals only with facts, the things the unknown citizen did that could be recorded. Technology doesn't care about whether the citizen was happy, if he was a good father, or if he found his job fulfilling. The unknown citizen's accomplishments and his conformity are one and the same, according to the state.
