I believe that that event happens in "Huck Finn" and not "Tom Sawyer." It demonstrates that Tom represents the ideals and romantic notions of European customs, while Huck represents, the pragmatic, practical side of early EAmerican life. Tom's approach to cleaning the picket fence by getting others to whitewash the fence flies in the nature of Franklin's attitude about a good day's work.
