The best way to teach foreign language to young children would be to not treat it as a foreign language that is being specifically taught. If the youngster is surrounded with persons using the language as a common means of communication, the child will acquire the new language in the same way as s/he learned to speak his/her first language - by hearing it, seeing results of using it, and imitating what has been heard and seen, receiving reinforcement for correct usage and instruction as necessary to shape incorrect pronunciation or word use. Infants who grow up in homes with two parents, each consistently speaking a different language to the child, learn both languages and become comfortably bilingual.
