One thing is quite clear, when a drop of poison is in a big bucket of water, we will have a solution of poison and water in the bucket. But whether this solution can be called water or poison will depend on, the likely effect of drinking or injecting that solution in body.
A drop of mild poison mixed in a large bucket of water may be too dilute to cause any significant poisonous effect. For example some chemicals are used in small quantities as medicines, but can cause death when taken in larger quantities. Sleeping pills provides one such example. In cases like this, the solution in bucket may be called water. However, if the solution in the bucket is harmful to health, it should be treated as poison.
