In the general description of the term, yes the item you included would be considered a hyperlink. It navigated me away from one page and showed me content on another site. I could use that link as code to direct my own page to show that image. It would meet all the criteria of a hyperlink in the code used to define the page.

I attached a link to the help page for Dreamweaver on creating a hyperlink on a webpage.
