Air's pressure is caused by the weight of the air in Earth's atmosphere pushing down on the air below. Air in the troposphere has the highest pressure of all the layers. The air at the top of the atmosphere has little weight above it to push it down, so its pressure is less. The air at the bottom of the atmosphere is being pushed down by the hundreds of miles of air above it. This results in air low to the ground having more pressure than air high in the atmosphere.
