In 1948, as a result of several acts of Parliament, Great Britain (the United Kingdom of England, Scotland, Wales, and Northern Ireland) became what has become popularly known as a ‘‘Welfare State.’’ The intent was to provide a more equitable distribution of the national wealth and to provide the basic needs of food, shelter, health care, and education for all of the country’s citizens.
