Citizen’s Clearinghouse for Hazardous Waste (CCHW) was founded in 1981 by grassroots leaders of the movement that had developed out of the Love Canal crisis. In 1978, reports had begun appearing about hazardous chemical wastes buried beneath homes and schools in the Love Canal neighborhood of Niagara Falls, New York.
