By the end of the twentieth century, India had become one of the top ten militaries in the world. In 1998, India spent $10.7 billion on a military numbering 1,173,000 with a reserve force of 528,400. India tested a nuclear device in 1974 but only in the late 1990’s did it begin actively developing nuclear weapons. At the same time, a ballistic missile program gave India the ability to deliver those bombs regionally.
