Juliet's nurse dotes on her charge.  In Act 2.4.103-104, she says, "Well, sir, my mistress is the sweetest lady.—Lord, Lord! when 'twas a little prating thing!" She has been her surrogate mother and confidant her entire life.  She wants for Juliet to be happy,  even if it means betraying Juliet's parents who employ her.  Although she does have qualms about Juliet's scheme, she puts her potential "happiness" above reason and duty to anyone else other than Juliet's own immature ability to reason and what she assumes will make Juliet happy.  She is devastated by her loss but realizes her errors far too late.
