At this point, Mercutio iis dying after being stabbed by Tybalt (of the Capulet house). Mercutio blames Romeo (of the Montague house) for interferring in the fight between him and Tybalt. When Romeo stepped in between the two to try to break up the fight, Tybalt reached his sword under Romeo's arm, fatally stabbing Mercutio. Since both houses played a part in his death, Mercutio curses them with "a plague o' both your houses!" His words foreshadow the devastation that is to come to both families with the deaths of Tybalt, Juliet, and Romeo.

he says it because the two houses have their fued and it causes death and nobody should go through tha and be in that much hate. the fued is really between lord capulet and lord montague, so the kids should not go through what they are through their fathers, he sed it because they hate each other for nothing
