There is not tradegy in act 1 scene 1, but there is foreshadowing of the tragedy that is to befall the families for their extreme hatred and intolerance of each other.  The scene begins with a fight that breaks out not of the familiy members themselves, but of their servants, showing the rivalry bewteen the waring families extends even to those who work for them.

The play is a tragedy in the true Shakespearean sense in that so many deaths could have been prevented had the waring families stopped their fight.   In addition, there is a tremendous lack of communication among and between characters, so when Romeo sees Juliet and presumes her dead, he kills himself in response.  They both died because it was the only way they could see that they could be together; certainly a Capulet and a Montague would never be allowed to marry!  When the bodies are burried, it seems the rift between the families is not so huge and ultimately caused them to each loose a child.
