Timothy Burnham, the hero of Q Clearance, is a minor presidential speech writer. His writing is anonymous, and he has learned that his best chance to survive in this situation is to attract as little attention to himself as possible. He feels his position is threatened when, for no apparent reason, he is given "Q Clearance," access to top-secret documents dealing with atomic energy and other vital issues.
