Tyler's tenure in office coincided with a rising tide of expansionist sentiment among many Americans, who became emboldened by the independence of Texas. As annexation grew imminent, many Americans began to make noises about acquiring California, a Mexican possession, and the Oregon Territory—an area jointly occupied by the British and the Americans. For the president the challenge would be to balance the desire for territorial expansion with the desire to maintain peace.

The paralysis of domestic legislation under Tyler has tended to overshadow some real achievements of the administration in foreign affairs—many of them engineered by Secretary of State Daniel Webster, who would later resign to join the Whig condemnation of Tyler.
