At the outset of the twentieth century, Theodore Roosevelt, one of the United States's most popular and dynamic leaders, became the first modern U.S. president. In leading the Progressive movement, he advanced the stewardship theory, which meant that the president should always represent the interests of the people, and he developed a program to achieve this known as the Square Deal. Abroad, he believed the interests of the United States mandated greater involvement in world affairs.
