Changes in the U.S. Government
As the United States became more industrialized, the need for new federal agencies became apparent. On February 14, 1903, Roosevelt signed legislation establishing the Department of Commerce and Labor. The first secretary of commerce and labor was George B. Cortelyou, who then became the ninth person in Roosevelt's cabinet. Within this department existed the Bureau of Corporations, with the purpose of investigating the operations and conduct of interstate corporations. On March 6, 1902, Congress created the U.S. Bureau of the Census. Before then a temporary organization was formed each time decennial census needed to be conducted as prescribed by the Constitution.
