Pierce delivered on his promise to govern with integrity and economy. Only military spending grew considerably during Pierce's presidency. In addition to the departmental reforms made by his cabinet (See also, Pierce's Advisers), Pierce supported an 1853 act of Congress that limited the total number of clerks in federal civilian service and standardized their pay. Another law introduced the civil service examination. Civil servants were often selected as a political payback. This law helped to ensure that clerks were qualified for the positions to which they were nominated.
