Changes in the U.S. Government

McKinley, a conservative in domestic matters, did little to change the form of the federal government. In foreign matters, however, McKinley was an activist. During his time in office the nation acquired far-flung foreign territories ranging from the Caribbean islands of Cuba and Puerto Rico, to the South Pacific islands of Hawaii and the Philippines. The question of how to govern the new U.S. possessions would reverberate for years (See also, Foreign Issues).
