Changes in the U.S. Government
Although the United States was preoccupied with foreign crises during most of Adams's presidency, the U.S. government experienced some important changes at home. In 1798 Congress created the Navy Department (which formerly was under the domain of the War Department) and the U.S. Marine Corps. Other notable changes included adoption of the Constitution's Eleventh Amendment. The Eleventh Amendment was written to limit the power of federal courts to hear cases brought by individual citizens of one state against the state government of another. The amendment has been interpreted in many different ways by the Supreme Court over the years, but at the time of its writing, the effect was such that the individual states were protected against suit in federal court by individuals of other states.
