Hayes's Advisers

Typical of the presidents of his era who worked with almost no staff help, President Rutherford B. Hayes relied on his cabinet officers for advice. In particular, the reformer Carl Schurz at the Department of the Interior provided Hayes with important advice. However, when a large and important decision had to be made, Hayes consulted with his cabinet but reserved the final decision for himself. Hayes understood that he was responsible for the decisions of his administration, and while cabinet officers made recommendations, the ultimate responsibility for the decision rested with the president.
