Garfield and Congress

Garfield's short term as president coincided with the Forty-seventh Congress. There was an equal number of Republicans and Democrats in the Senate and a slight Republican majority in the House of Representatives, with 147 Republicans and 135 Democrats. Garfield believed that the president should make suggestions to Congress but never interfere with the legislative process. Garfield saw the presidency as an administrative position and separate from the responsibilities of legislators.
