Coolidge kept all of the members of Harding's cabinet in office upon his succession to the presidency in August 1923. The major criticism that can be made of Coolidge's cabinet is that he failed to act quickly to remove several most corrupt members of the Harding cabinet. His unexpected accession to the presidency partly explains his inaction; he was simply dependent upon those more knowledgeable about the inner workings of the executive office. Further, the worst of the Harding scandals were yet to be revealed in August 1923 when Coolidge took office. However, the president most likely had heard rumors of impending problems, and he had a firsthand opportunity as Harding's vice president to know of the personal shortcomings of both Harry Daugherty (attorney general) and Edwin Denby (secretary of war). Under pressure from Coolidge, both men submitted their resignations early in 1924.
