Clinton's Advisers

While Clinton appointed a number of influential cabinet secretaries and surrounded himself with loyal aides, his administration was in a constant state of flux. Aides and appointees came and went as Clinton's policy's shifted from liberal to moderate and as the investigations that culminated in impeachment continued to mount. Indeed, by the time Clinton's second term began, many of his most loyal followers from Arkansas and the 1992 campaign had left, many of them pulled into the vortex of White House scandal ( See also, The Clinton Administration Legacy).

In part, this shifting personnel pool reflects the divisiveness of Washington politics during this period, particularly after the Republicans won both houses of Congress in 1994.
