Clinton came to the White House with a Democratic Congress and high expectations that he could advance his agenda with the help of his willing congressional partners. Clinton and the Democratic leadership, however, overestimated the depth of Clinton's public support and the discipline of the Democratic Congress to pass controversial legislation. Almost immediately, conservative Democrats defected from the Clinton camp over issues such as the new president's attempt to allow gays to serve in the military, and over the White House's 1993 budget proposal.
Still, the 103rd Congress was more active than any since the 1960s. It eventually passed a hard-fought deficit-cutting budget deal with only Democratic votes, approved two major trade deals, enacted a Family and Medical Leave Act that allowed family members to take unpaid time to care for their loved ones, and created a National Service program that repaid...
