Changes in the U.S. Government
Clinton came to office in an atmosphere of public outcry against the growth of federal government, and most of the changes at the federal level came in the form of downsizing. Upon taking office, Clinton did form the National Economic Council, which would serve in the same advisory capacity as the National Security Council for defense issues, briefing the president every day on the nation's economic situation. This would be Clinton's only major administrative change, however. Clinton had hoped to elevate the Environmental Protection Agency to cabinet status, but backed off from his promise after congressional opponents objected. When the Republicans took over Congress, they proposed doing away with the Departments of Energy and Commerce. Confronted with the monumental task of reapportioning the duties of those departments, however, the Republicans abandoned their efforts.
